Migration Gotcha's

It would be just a long overdue upgrade HP-UX to HP-UX primarily as a
result of a system failure and the ability to get a license key on the
replacement processor.
Essentially the client has 2 legacy apps that were to be migrated EONS
ago.. They never were and the machine has failed..
They have 3 other like machines but none of them have PH and the concern is
that if the machine cannot be revived that the license key cannot (and they
were told that it cannot) be moved to the newer box and they will have no
choice but to upgrade.. I don't know if moving the key is a fact or not..
I'm just going to try and ballpark the work effort..
Another question that comes up.. They are stuck at HP-UX 10.2 as a result
of something else.. Does that complicate anything?
