French language character set

[Johnson, Harold A EDUC:EX]

Hello all.   Can anyone point me in the direction of some documentation
on how to get a french character set to display on a VT type terminal
emulator (windows software)?    The data is coming from an Oracle RDB
database, using OpenVMS PH v710g1.
 
Any comments are appreciated as well.
