VMS to WINDOWS approach ( set lang SQL - gen database...) ?

I doubt there is another "undocumented" feature to
handle this, but it wouldn't surprise me.

This would be true for any machine platform. SQL does
not support substructures or redefines so I'm guessing
there isn't anything like that.
