Unfortunately that's a circular solution. You need to have the source code
to compile with the debugger in order to generate the .qkl files which has
the source code. If you had the .qkl file, there wouldn't be a problem. It's
the text of the source code plus generated procedures, all with line numbers
for reference.

Am i right in thinking you could get the source code if the screen was
compiled with the debugger?
I think you would need the .qkc/.qkd/.qkl files; then you could do list all
in the quick debug facility.

whether you can generate the source code 
from a compiled program if you have since mislaid the source. The answer to

Yes it did but has not been available for many years. We found that it was
very difficult to maintain relative to the use customers got from it. Of
course there were some people who loved it, but most didn't care one way or
the other. We'd rather focus resources where they matter.
 
It's very difficult to translate a layout into efficient QDESIGN code. Note
the word efficient. I suppose you could use AT options for every FIELD, but
that's not efficient. Also, how do you handle ID association. The layout
section in QDESIGN is not just layout, it's processing sequence and grouping
as well. This is where Screen Painter really had problems.

Didn't the PowerHouse Paint utility do something similar. I don't know if it
has been discontinued, but I remember using it to do the initial design for
screens, but that was a few versions back and I don't recall seeing it in
our present version(MPE 8.19C).
