Data access error

HP3000; PowerHouse 8.19c

The data base was restored overnight from a production system. To all
appearances, the restore was A-OK. All datasets were restored.

We are encountering in QUIZ and a QUICK screen:

 *E* Data access error. (MEMBER)
 *E*  (MEMBER)

In my experience, this error results when the program cannot find the file,
and less frequently if the security is not properly defined in the
dictionary.

I created a job to log on as the batch-job user, in the same group, run
QUIZ and report 1 record: no error.

The MEMBER dataset is present on the system. The security in the dictionary
has not changed.

Any suggestions? Thanks in advance.
