So, was this a case of excessively optimistic expectations, or poor 
project control?  It seems to me that the first decision for an in 
house conversion project would be to settle upon the database 
server software and hardware.  I take it as a given that the existing 
application and data structures were satisfactory and that a 
complete design overhaul was not necessary.  If so, what purpose 
was served by providing for multiple DB hookups?
