Help Pop Up and Description of Screen

Can somebody tell me the difference between a Help Pop Up and a Description
of Screen. I think I see
the difference but if I am missing something let me know. I am assuming a
"Help Pop Up" is Powerhouse
generated "generic" help where as "Description of Screen" is Programmer
generated informational
text brought on by designer procedures when the user enters the double ??
question marks.
