[MANMAN:2142] Manman ASK dates and Powerhouse PDL

MANMAN - a.k.a. ASK - Computer Associates - uses a different bench date than
PowerHouse, (Jan 1, 1900).
I believe the standard formula was DAYS(askdate) + 26235 = PHDATE.
There are considerations for CENTURY processing now, since the default
storage of ASK dates was 6 digits.

As far as I know there was nothing ever added to PH to make the translation
between the two date processing methods more transparent than including
DEFINE statements in a USE file.
