Setting up a VT220 Terminal "PowerHouse 7.29C(7)"

I have a user who wants to set up a VT220 Terminal Type
running PH 7.29C(7).  Actually this is a Bar-Code Terminal
and he wants to use a number of "function keys".
I would assume that a TIC file will need to be created.
The manual isn't very clear and one would need plenty of
time to experiment.
Has anyone other than VMS or Unix done this sort of
thing using PH7.29C ?
