TERMINAL BUFFER

I was wondering if anyone could give me an explanation of why COGNOS
increased this field size so much going from 6.10 to 7.10 on the VAX.  The
documentation for 7.10 indicates that the Max is supposed to be 4000 but if
you look at the explanation on the actual screen the MAX is 32,767???  We
stumbled on this because this field was maxed out at 32,767 and this causes
PH to croak with a SYSTEM-F-EXQUOTA, process quota exceeded.  We lowered it
to get around the problem but I am trying to figure out what is correct and
to get a little bit better explanation of what system quotas this parameter
goes after.  I realize that this field should be 128 bytes less than MAXBUF
and that this buffer should also not exceed BYTLM.  

One of the recommendations that COGNOS makes is that if memory is available
to max out this parameter for better performance!!  We have ample resources
available here. The SYSTEMS people tried to bump my quotas way up to get
around this error with no success!

Any assistance anyone can provide would be greatly appreciated.

TERMINAL-BUFFER OF QKGO504 NUMERIC -9(4)

Maximum size (in characters) of terminal input/output           
buffer. This value should not be greater than the system        
parameter, MAXBUF, and should not exceed the process            
buffer quotas. Minimum is 80. Default is 512. Maximum
