OpenVMS messaging

Hello, PH Listers:
 
We have an application that we wish to be able to send messages to from Ops.... e.g. "Please logout because backups, Rdb, etc. will start in 30 minutes..."
 
We're running on openvms v7.1-2 and PH 7.10G
 
REPLY, MAIL, etc. etc. don't send messages to an executing (although dormant) Quick session. PHONE same deal.

Anybody have any ideas?
