WHILE RETR will work with just an ACCESS statement under the FILE
statement with permanent dictionary files though.

You are correct, DESIGNER files are not automatically retrieved. They
are
under programmer control. You have to tell it when to read the file.
I never put an ACCESS statement at the file level because it implies
that is
the only access and that it will automatically retrieve the record.
If you want a file to be read automatically, then use a REFERENCE file
and
specify an ACCESS statement at the file declaration.

As an aside, it does NOT work if you simply put an ACCESS statement on
the FILE declaration. Maybe it's something about being a subfile...
