PHWEB and Internet Explorer 7.0

1. ask Cognos if the PHweb version you are using is compatible with I.E.7
( Bob ? )
2. for now, add a custom 'back' button which passes the current entered data
back to the original entry page
3. if 1 is true, log a bug
