I worked on the Architect way back in 1988/89.
I think you are referring to:
1) The Prototyping module. Which allowed you to take a series of file
layouts and it would automatically build simple maintenance, inquiry and
lookup screens.
2) The Documenter module that read in code and told you what programs
had what fields/files in them.

When I worked with PH on MPE (12 years ago now. Geez.), we used a PH
component called Architect. I missed it when I moved to a job with a
DEC and Open VMS; it had some features (source code cross referencing,
and others that escape me now) that were not available in the Open VMS
tools.
I'm pretty sure it was available on OpenVMS, but the new employer hadn't
purchased it.
