When I worked with PH on MPE (12 years ago now.  Geez.), we used a PH 
component called Architect.  I missed it when I moved to a job with a DEC 
and Open VMS; it had some features (source code cross referencing, and 
others that escape me now) that were not available in the Open VMS tools.

I'm pretty sure it was available on OpenVMS, but the new employer hadn't 
purchased it.
