*E* There was an error initializing NLS

Over the weekend we had a disk crash on our HP3000 system. After replacing the disk and eventually reloading our system we have a problem with all PowerHouse modules. When trying to run QTP, QUIZ etc we get the following error message     *E* There was an error initializing NLS. 

Does anybody have any idea what the cause is and how do we get around the problem.
