Can't access SQL Server with Qdesign

G'day all

Env: PH 8.4D1, Win2K, SQL Server 8.

I can't read the same SQL Server database in Quiz,
Qdesign, etc as I can in Axiant.  The dictionary was
created by Axiant.

Is this because I'm missing something from the
license?

This is the contents of the license file:
