I found the notes below in an old text file, hope it helps,
There are two additional steps you need to take for PH843 to work with
Oracle 9:
1. point LD_LIBRARY_PATH to /isv/oracle/9.2.0/lib32
2. Change the oracle gateway to the one for Oracle 9. To do this, rename
ordba.sl in $PH_USR/lib to ordba8.sl, and then rename ordba9.sl to
ordba.sl. If you don't want to change the gateway in the product area, you
can copy the content of $PH_USR/lib in your working area, switch the
gateways, and change SHLIB_PATH to point there.
Could'nt we have access to both Oracle 9 and Oracle 8, by following the
steps advised by Ottawa in the earlier email - see below. If you create a
folder e.g. ORA9 in the folder $PH_USR/lib and copy the folders as advised
below, we could simply toggle the variables depending on which version of
Oracle is required,
for Oracle8 access,
SHLIB_PATH=$ORACLE_HOME/lib:/usr/lib:$PH_USR/lib; export SHLIB_PATH
for Oracle9 access,
SHLIB_PATH=$ORACLE_HOME/lib:/usr/lib:$PH_USR/lib/ORA9; export SHLIB_PATH
LD_LIBRARY_PATH to /isv/oracle/9.2.0/lib32 # or wherever the Oracle 9
libraries are

I checked into Oracle 9i usage and specifically this case. We were not able
to reproduce the problem in Ottawa. There were some similar, but not
identical, issues that had been fixed for our maintenance release due late
this year. We added those fixes to the release version resulting in the
build mentioned (1965.5). Apparently, that solved the problem.
The issues other customers have had involve configuration issues, as is not
abnormal when moving to new versions. One issue that seems to be common is
that PowerHouse uses the 32-bit Oracle libraries, not the 64-bit ones.
As for the dual move (PowerHouse 8.23 to 8.43 AND Oracle 8.0.6 to 9i) all I
can do is apologize for the lateness of the release which actually caused
the problem. By the time we were ready to release, we found that in order to
support 9i we had to drop support for 8.0.6. This was a technical issue and
was not intended when the release was initially planned.

Subject: RE: Powerhouse and Oracle 9i
Hi
We are now running in test mode, but on AIX (IBM unix)
We are running PowerHouse 8.43d and Oarcle 9i
When we started our test on 8.43d with the licence we received from Cognos,
we run into a lot of problems accessing data from the Oracle database.
After a lot of test cases sent to Cognos, we received a new build.
So you need at least version 8.43d build 1965.5 for not having problems like
ours.
We are not in production, but we think that this version works.
Best regards

We run Powerhouse 8.23d and Oracle 8.0.6 on HP-UX 11i,
and Powerhouse Web 2.23d on Windows 2000, accessing the same Oracle
database.
We intend upgrading to Oracle 9i (9.2).
Unfortunately the Cognos versioning Matrix and advice from Cognos seem to
make this an upgrade
where all components need simultaneous upgrade.
We have been unable to get customer references from Cognos for a customer
running
Powerhouse with HP-UX and Oracle 9i in the UK.
I would very much like to hear from anyone who has this environment,
and to discuss any problems encountered in getting to it.
