Stop blank screen when no more records to display

We are trying to stop the blank screen appearing when the number of records
in the file matches the number of items on the screen (ie. There are no
spare Powerhouse ids on the screen). The blank screen happens when the User
presses the <Enter> key.
But, if you have say 12 records in the file and have 13 powerhouse ids on
the screen, pressing the <Enter> key displays the 12 records.
Does anybody know or has done this technique before?
We are using version; AIX PowerHouse 8.13.D2.
