Although there have been some interesting ideas presented here, you really
can't absolutely force the user to do anything. All you can do is ensure
that what they do do is verified and consistent. After all, the user can
always shut down the session (or the power can fail) if they get frustrated.
The typical QUICK REQUIRED field along with proper transaction control is
almost always adequate. You can always send the user back to the subscreen
where they have to enter the data, but they may just walk away. If the
transaction is particularly sensitive to a piece of data and you have to
write it (or it's partially written) before the required piece is added,
then keep it with a flag that indicates it's not complete.
As for the EXIT procedure backing up, I'll have to check my old notes, but
it may be a documentation error. Or it may be that all it means is that it
backs up to an ACCEPT in the EXIT procedure rather than outside of the EXIT
procedure. However, by the time you get to the EXIT procedure, it's usually
too late to prompt for data and update.

Subject: Not Allowing Exit from Subscreen
Does anyone know of a way to force the user to enter values in a field
before they are allowed to go back to the invoking screen? I have a quick
screen where we allow the user to copy partial information from one record
to another, and we want to force them to enter the missing information
before they can exit. I have an error that I raise in the EXIT procedure,
but it still goes back to the invoking screen.
The manual says that if an error occurs during the execution of the EXIT
procedure, QUICK backs up to the last ACCEPT or PROMPT verb. It doesn't
seem to be behaving that way to me. Any ideas out there?
