I think it's too late for that now. At this point in time, probably the only thing that will
reverse the marginalisation would be to adopt Oracle's marketing model for their
database and developers tools: just give the darn tools away for development, and
get the revenues from the PRODUCTION licenses.

The easier the access for developers, the better they have a chance of selling the
customer on using the environment for developing a project. It's obvious that this is
a great tool, but now they have to co-opt the sales force, and that means the small
outfits building custom systems for clients, as well as existing shops. The costs for
medium to large project is all in the developer hours, much more than the annual
licensing of the database and tools.

We have all seen cases where saving 10 to 20% on development costs would have
covered 10+ years of licensing (OK, maybe not if the code is done offshore, but that
is even more important if one is to compete with the code factories in India).
