Portable Subfile Converter???

Hello and thank you all for your help. Does anyone know of a commercial
product (or shareware) that will read the mini-dictionary of a portable
subfile and format the data into 
columns so that I can export the data to Oracle?  Does anyone have a
solution?  I have to use portable subfiles to stage the data.
