Creating a dictionary from the IMAGE root file

The latest version of PowerHouse on MPE/iX, 8.39, introduces ITOP, a utility
that will generate a PDL source file from an IMAGE database. It's similar in
operation to the old ITOQ that was available in pre-PDL days.

At some point years ago I was able to create a dictionary from an Image root
file but I believe this was pre-PDL.  Can this still be done with Powerhouse
version 7.29.C7 and, if so, how?
