I have used the thread option in the past and it works just fine on terminal
with function keys.

Strictly speaking, the toggle command is both and action and a data context
command. The catch is that the command mnemonic is T which doesn't fit well
with data. The way to use the Toggle command in a data field is to assign it
to a function key. I honestly can't remember how well this works on a
terminal.
 
As to threading third-party applications, no, you can't thread them through
the QUICK threading mechanism. The THREAD statement and verb accept a screen
file name only.

a menu, is it possible to make that a thread and how would I toggle from
that application.
