Best way to implement Cognos

My platform answer is still the same but more data might change the
topology.
How many sites are we talking about?
What sort of users are the 10 users -- heads down, casual, 24x7??
How much and what sort of printed output will you generate?
Is there any aspect of the system for which the data is shared?
How often are sites added or dropped?
Is there truly no justification for PC's and a lan at each site?
Who would administer the remote boxes?
How big is the development staff?
