Quick lookup using a if b else c

Trying to compile the Quick fragment below (PH 7.10G3, VMS 7.3).
As far as I can tell from the manual it should be possible to say "USING
conditional-expression", but I can't find the right place to put the
parentheses.

Can anyone help ?
