Creating PDL statements for a TurboImage data base

Is there a utility to create PDL statements for an existing TurboImage data
base.

I know how to do this via ITOQ, QDD, QSHOW and GENERATE. The problem is that I
cannot find the QDD program file on our systems.

Is there an ITOQ equivalent that generates PDL statements directly?

Is there a way of getting QDD without red tape?
