I haven't seen the letter, so of course I can't comment on it specifically.
(Not that I could really comment on it even if I HAD seen it.) But from the
sounds of it, I don't think they are "accusing" you or your company of
anything.
If memory serves me, Cognos sometimes sends out this kind letter when new
release is forthcoming. They send it to clients who do not currently have a
SUPPORT contract with Cognos. If your company doesn't have a currently
active support contract, you don't automatically get a new release sent to
you.
If an unsupported client wishes to get the latest release, they usually have
to pay some back support (hmmm... sounds like a divorce, doesn't it?) before
they can get it. It sounds like the letter is offering a discount on the
amount of the back support.
That does not mean that Cognos is implying you do not have legally licensed
software. I suspect it that were the case, the letter would have been quite
direct.
However, from the tone of your message, perhaps the letter you received
should have been a bit more direct (or at least more clear).
I'm not speaking for Cognos of course, but I suspect you have no pending
legal problem with them (at least not on the basis of that letter). I
suggest you call them and clarify it if you are concerned.

I've just had a letter from Cognos mentioning "major new releases for the
majority of software" this year, and accusing us of "running a number of
licences unsupported". It goes on to offer an "amnesty".
This accusation is untrue, as far as I'm aware.
I find it particularly irritating given the ongoing lack of any scheduled
ship
date for PH 8.30 for VMS. I & many other VMS customers have been waiting for
this in order to move forward from 7.10.G, shipped over two years ago:
there's
too much missing from 8.10/20.
If it means we're no longer supported on 7.10.G, I'd be far from happy - as
far
as I know G4 is quite recent, acknowledging that V8 is presently inadequate
for
many customers.
I'd be happy to investigate anything specific, but this looks like a
fishing trip from Cognos. I don't know what the circulation is.
