And Hans is *very* close!

The QKMSGE file has the English source messages, but the file
equation has to be like this:
:FILE QKMSG=MYQKMSG.MYGRP.MYACCT (note no 'E' on 'QKMSG')

That is *very* good advice! (and yes, you can pad with blanks)

After studying the CD/Acrobat manual set (which says 'Open VMS
Version 8.19c' on the CD - but has the 8.1 UNIX manuals in it)
I discovered a file called SRVCMSGS, which is supposed to have
a source version, but I couldn't find it on MPE/iX (more on that
inaminute).

SO, I jumped to the Cognos web site, to 'products' (tab), then
'PowerHouse' (dropbox), then documentation (link) - and downloaded
a *18Mb* self-extracting zip archive with the latest MPE/iX (and
UNIX too!) PDF manuals. (note: you must install these by running
a 'setup' program)

Again I studied the QDESIGN(/QUICK) manual but now there were
*NO* (!) references to the aforementioned file! Yikes! A quick
check showed a BRAND-NEW manual called 'PowerHouse Rules', which
*did* mention the SRVCMSGS file! Cool! And in Chapter 4, page
132 it sez: "Using Alternative Message Files" - to wit:

For PowerHouse to find your alternative message files, you
must either define the corresponding file equation (MPE/iX)
or environment variable (UNIX) or rename the alternative
message file to the name PowerHouse expects.

For example, to use the German alternative message file for
    QUIZ and QTP, enter:

    MPE/iX: FILE QUIZMSG=QUIZMSGD.PH729C.COGNOS
            FILE QTPMSG=QTPMSGD.PH729C.COGNOS

AH HA!

A file equation like the one Hans mentioned above did the trick!

SO, thank you all for your help in solving this one!
