If you are using a DB ( Oracle , sybase....etc) you should be able to use the
"ORDERED BY " verb on the file statement.

Subject: Sorting on a Clustered Screen
We are using PowerHouse version 8.19.C5 on HP3000.
My question is regarding Qdesign screens. We have a clustered screen and
our internal customers who use this screen have requested that the cluster
be sorted. Can this be done in the screen itself or is there another way?
