Part of Screen Erased in Quick PH819C3

I can't speak for 8.19, but I vaguely recall similar problems on other
releases. It may have also related to screen manipulations from non
PowerHouse code (e.g. Cobol screens). Although this doesn't sound like the
case.

I had suspicions long ago that REFRESH would only act on what it recognized
as "needing" refreshing. Hence if it's confused, and thinks there is nothing
to refresh, you'd get the results as described.

I would suggest adding "CLEAR ALL", or better yet "CLEAR LINES X to Y" in
conjunction with your REFRESH.
This "should" insist to the REFRESH command that lines have been lost and do
in fact need refreshing when the screen is redisplayed (I hope).
