COGNLSTAB environmental variable ???

What is this and how do I set if for PDL

I have a PDLUSE file that contains:

CREATE DICTIONARY PHD
USE  PDLUSE NOLIST

and I get a vertical error message about setting the COGNLSTAB environmental
variable. I cannot find any mention of this in the 7.29 manual.
