Here is the manual page for CRMPSC which is used to create global sections
in PH.  Only the first one is relevant as PH does not create permanent
global sections or page frames or multiply CPU shared sections.  And this
privilege is only required if the QKGO section sharing parameter is set to S
or if the new PH 8 dictionary sharing logical is set to "S".  You most
definitely do NOT require system manager privilege!  For Private or Group
shared sections you should not require any special privilege, beyond any
defined for a standard PH user.

Required Access or Privileges 

       If $CRMPSC specifies a global section and the SS$_NOPRIV condition
value is returned, the process does not have the required privilege to
create that section. In order to create global sections, the process must
have the following privileges: 

              SYSGBL privilege to create a system global section 
              PRMGBL privilege to create a permanent global section 
              PFNMAP privilege to create a page frame section 
              SHMEM privilege to create a global section in memory shared by
multiple
              processors (VAX only) 

       Note that you do not need PFNMAP privilege to map an existing page
frame section.

I got that before. I think if I could remember it correctly you need to have
System Manager capability.
