That's correct. The VALUES option is read from the dictionary at parse time
and stored in the compiled screen file. The reason for storing things in the
screen file is performance.

The specific part I am wondering about (and which I think another person
answered) is that of the 'VALUES' clause that can be placed on the ELEMENT
statement in the dictionary.... The value statement seems to be compiled
into the screen and not read from the dictionary at execution...
