Transaction Optimistic???

Got hit by an 18 wheel transfer truck last night heading back to the client site but I lived another day to post to the PowerHouse listserv.  My poor Mustang is in pretty bad shape though.  Truck drivers think they own the road!  
Anyway, I have a screen I'm working on that had locking problems.  After passing parameters instead of the file to a receiving master and changing the TRANSACTION model to concurreny I has able to get rid of the locking.  The transaction model before was optimistic. I ran three sessions with the same record open on each and performed an update.  Why am I not getting the 'Data has changed since you found it.' phrase.  The transaction model seemed to be the determining factor in ridding the screen of locks but now users updates can override another's even when they did a find before the other updated.  7.10 Vax/VMS/Rdb.  What's the deal?  I should be getting the 'Data has changed since you found it.' message shouldn't I?
