qdesign error " COGNLSTAB"

You need to use the UDC file PH819UDC or PHNMUDC (depending on the install)
that comes with the product to start the Qdesign program, or use the UDC
file content as a basis for your home-grown command or udc files.

This error usually refers to the absence of this command:
SETVAR COGNLSTAB "COGLANG.!VERS.COGNOS"

This happens most often when either a UDC from a previous version of
PowerHouse is used when attempted to start the program or a RUN QDESIGN is
performed.
