COGNLSTAB problem

With 8.19C1, you need to set the variable

setvar COGNLSTAB "COGLANG.!VERS.COGNOS"    

with !VERS being 

setvar vers = PH819C1  (your case PH819C2).

I have also found that for some of the other PowerHouse programs, you need

setvar SRVCMSGS "SRVCMSGS.!VERS.COGNOS"

to be set.
