PowerHouse 8.19 C4 upgrade

We just went through this upgrade on MPE/iX and we had to convert our
sub-files.  As usual Cognos supplies no tools for this.

Old subfiles are compatible with new versions in all versions I know of -
I'd
expect that to be true on your platform too.
