I don't think there is currently a Internet connection under the Atlantic to
the UK so your probably looking a quite a bit of hopping around the globe.
Hopping is the process of going from server to server in order to get to
your destination.  Anyone one of those servers along the way could be the
slacker not necessarily the server at Cognos.  The speed doesn't seem to be
that bad here in the US.  A European mirror site is probably your best bet,
your right.
