Raymond,

These sites should have the Zip program for OpenVMS.  Both a VAX and
Alpha version are included.

Yes. 

I think you'll want to use the "-V" command line to preserve the file
attributes of the zipped files.  This option does need the double quotes
around it when entered on the command line.
