Changing requested values in quick

The Year 2000 enhancements went into 7.10.G on openVMS, 8.13 on UNIX,
and 8.19 on MPE/iX. The reason for the difference on OpenVMS is that our
8.xx code stream was a common code stream but originally did not have
the OpenVMS specific features (such as mailboxes). We determined that it
would be faster to put the Y2K features into 7.10.G than to put the
OpenVMS specifics back into the 8.10 release (which is also soon to be
available for OpenVMS customers who want an open code stream and Oracle
support). The use of a new base number is as much marketing as it is a
change in code base. The 8.xx base is derived from the 7.29/7.33 code
stream.
