USE statement

The USE file is just code.  It appears at the time of compilation.  It
doesn't matter where you include it as long as you include it in the right
place.  For instance you would have a BUILD statement half way through your
program.  As far as conditional USE files it would maybe be better practice
to code your conditions into the use file instead of trying to force some
sort of funky conditional USE logic.  I am on OpenVMS just like Mr. Edis so
maybe it's different on other platforms but it's pretty basic on OpenVMS
versions.
