I have successfully used  
 
USE usefile  
  TAB item_3 & 
  TAB item_4 
 
in several QUIZ reports under PH 6.10e1, OpenVMS.  
 
My use file contains common header info with the first line beginning with 
'REPORT ...' and the last terminating with an ampersand.
