Thanks to all who responded.

I've decided to go with the DEFAULT CENTURY 20 solution.  Since I'm using 
ADDCENTURY to convert SYSDATE to CENTURY INCLUDED, I can't do this until 
1/1/2000.  Until then, if anyone tries to input 2/29/2000, they'll get the 
error message.  It seems unlikely that our users will need to input that 
date more than 2 months in advance, so this is an acceptable risk.
