Close out on the Odd PH VAX Code

Mea culpa. I must have been asleep. The version of the DATE function
with the base date WAS only on OpenVMS in Series 7. In Series 8, it's
available everywhere. So those of you who get 8.19 on MPE/iX and 8.13 on
UNIX will also get this "new" feature. I'm not sure if it's documented
as a new feature. I've got to get that Handbook updated one of these
days.
