Not quite - the CMS reference copy is a clean version of the latest source
without the comments, and is optional, i.e. you don't have to have one. What
you are looking at is the CMS internal version which normally lives in a
directory called CMS$nnn.DIR where nnn is a number. Maybe somebody has
manually copied the file out of the CMS directory rather than using the CMS
FETCH command.
