I bit of history here.  When we first released PowerHouse on VMS, PDL did
not exist.  The decision was made to have a live dictionary on this new
platform.  A PowerHouse application was written to maintain the dictionary.
It was called PHD, but executed using the command POW because you can also
access all PowerHouse components from it as well as InQuizitive and the VMS
form of Architect, which is just the application maintenance part.  Later
PDL was added as an alternative script-based dictionary creation utility.
