Limit sessions

I would like to prevent someone from logging in, more than twice. Hence not exceeding the license limit, 
and preventing others from logging in.

Is there a way of limiting logon sessions to eg: two (2), in powerhouse preferably via LOGIN.COM script. 
HP OpenVMS Industry Standard 64 Operating System, Version V8.4 Pow: Active Version: 840G .
