The startlog should come before the lock as the lock may be critical for 
the complete transaction.  There should also be a endlog(?) to complete 
the transaction block.  The same is true in COBOL programming too !

  In another I see this:

           REVENUE FILE , TRANACCT-IN FILE , TRANDETL FILE ,         &
           TRANSACTIONS-IN FILE

  ;# Despite its name STARTLOG actually begins a transaction block.

  Is there any significance in having the STARTLOG occur before the 
LOCK?
