I have a question regarding Powerhouse service contract components, hopefully someone can help me

Can somebody tell me what the following refer to in a standard Powerhouse service contract with Unicom? This is outside of the standard licensing fees for the number of users.
PHDEV-0420-M 1 PowerHouse® 4GL-DevelopmentMaintenance-Server 
PHDAC-0420-M 1 PowerHouse® 4GL-Data AccessMaintenance-75 Concurrent User
